Experience:
Michael Moriarty is a Director of T. J. O’Connor & Associates and has over 40 years of experience in the planning and design of major structural engineering projects including office blocks, hospitals, schools and shopping complexes.
In addition to his structural design experience, Michael has served on the three ACEI Committees dealing with Professional Indemnity Insurance & Risk Management, Procurement, and Health & Safety for over 20 years and also on the BC(A)R Committee for the past 8 years. He has particular expertise in all of these four areas.
Michael gained in-depth knowledge of the Building Control (Amendment) Regulations SI No. 09 of 2014 and associated Code of Practice, having represented the Association of Consulting Engineers of Ireland (ACEI) in consultations on their drafting and implementation. He was closely involved in the wording of the Statutory Certificates and associated Code of Practice, the development of the Ancillary Certificates for Design Professionals and the production of Templates for Inspection Plans. He is also a member of the Oversight Group appointed by the Minister for SI No. 105 of 2014.
He represented the ACEI in the consultations with the Health and Safety Authority (HSA) on the Safety, Health & Welfare at Work (Construction) Regulations 2006 and associated Guidelines. He is a course developer and presenter for the past 10 years of the ACEI and Engineers Ireland courses on Designing for Safety and Construction and Project Supervisor Design Process (PSDP).
He represented the ACEI in the consultations with the Government Construction Contracts Committee (GCCC) on the Conditions of Engagement for Consultancy Services and the associated Procurement Criteria for the new Department of Finance (DoF) Forms of Contract.
He has acted as expert witness in numerous construction related disputes in structural engineering such as Basements, Certification, Pyrite and BCAR.
Michael served as President of the ACEI for 2012/2013 and also received the ACEI President’s Special Award in 2014.
He received by invitation in 2014 Fellow Membership of Engineers Ireland and received the Institution of Civil Engineers (ICE; RoI) Outstanding Achievement Award in 2018.
Michael has been acting as Independent Chairman of the Appeals Committee of Construction Industry Register Ireland (CIRI) from 2019 to date.

- New Dundrum Town Centre Development – Phase 1 – €550M
Project Director for the civil and structural design of this new shopping and leisure complex, which included 27,000 tonnes of structural steel supporting a development area of over 3 million ft2.
- Dublin Bay Project – Waste Water Treatment Works in Ringsend – €200M
Project Director for the civil and structural design for the Design and Build consortium.
- Central Park Development, Leopardstown, Co. Dublin – €250M
Project Director for the civil and structural design of this office and residential development, which received the ECCS European Steel Design Award.
- Dundrum Town Centre Development – Phase 2 – €500M
Project Director for the civil and structural design of this mixed use retail, office and commercial development, currently planning received.
- Dublin Central Development, O’Connell Street – €800M
