Experience:

Since joining T. J. O’Connor & Associates in 2000, Liam has worked on numerous water, wastewater and flood related schemes. He has acted as Project Manager on a number of water service contracts including wastewater treatment works ranging from 500 PE to 45,000 PE and water treatment plants with throughputs of up to 8,500 m3/day, including procurement by both conventional and DBO methods.

Major projects he has been responsible for include South Leinster GWS DBO Contract, New Ross and Tullamore Sewerage Schemes, Tullamore and Wexford Town Sludge Treatment Works and New Ross Flood Alleviation Scheme.

He has undertaken several flood related studies including sites affected by fluvial and tidal flooding and has given expert witness testimony at arbitration hearings on flooding related matters.

His experience includes designing and tendering for several pipeline and pumping station contracts for sewerage and water supply schemes, completing environmental impact statements for water services and marine projects, preparing sludge management plans, foreshore license applications and Part 8 planning documents.

He has completed preliminary reports on several water service projects including main drainage schemes for larger Irish towns as well as bundled village schemes.

He has acted as Project Manager on the preparation of procurement guidance documents for small water services contracts on behalf of the DoEHLG and has drafted tender documents for the first rural water DBO project in the country.

He has acted as both designer and (separately) as PSDS/PSDP under the Health and Safety regulations.
